Today, a municipal water treatment plant was officially commissioned in Nizhnekamsk. The main control buttons on the portable control panel were pushed by First Deputy Prime Minister of Russia Sergei Ivanov, President of the Republic of Tatarstan Mintimer Shaimiev and Plenipotentiary Representative of the Russian President in the Volga Federal District Alexander Konovalov.

The city-plan of Nizhnekamsk didn’t include any municipal water treatment plant. It was considered that few pipelines stretched from the neighboring Naberezhnie Chelni till Nizhnekamsk would be enough to cover the demand of people living in Nizhnekamsk as well as the same of industrial facilities. Nevertheless, the progress of the industrial complex and the rates of population growth were followed by the problem of supply of premium-quality pure water. At the moment, the population of Nizhnekamsk is 227 thousand people.

In 1996, the local governmental authorities took a decision to build the own water treatment plant. The cost of this project was RUR 1.5 bln raised from the budgets of all levels and the largest companies of Nizhnekamsk. The capacity of this water treatment plant, that is 125 thousand cubic meters per day, was calculated accounting the reserve for the city’s future development. The new object includes 26 main and supplementary units covering the total area of 8.5 hectars. The total pipelines length is 65 km. There is a modern laboratory to carry out on-line analysis of water in automatic mode before this water is allocated for intended purposes. This plant is absolutely unique for Russia with its full cycle of water treatment: filtration, purifying, enrichment with deficient trace substances to reach good taste and safety of water.

As it was informed by the OJSC “Nizhnekamskneftekhim” press service, the industrial companies were responsible for providing 68% in total financing of this project distributed as follows: OJSC “Nizhnekamskneftekhim” – 50.5%, structural divisions of OJSC “Tatneft” – 17.8%. The remaining 32% were raised from the local, republican, federal budgets, and the municipal foundation “Pure Water” (“Chistaya Voda”). The share taken by the Ministry of Land & Property Relations in LLC “Water treatment plant-Nizhnekamskneftekhim”, established right before the completion of the project, is 15.4%.

On his speech during the opening ceremony, Sergei Ivanov underlined that his visit to Tatarstan was related for the larger part to the realization of the industrial and innovative policy of the government. He said: “We should not forget that our main goal when realizing all these projects is the raising of living standards. Simply stated, here we mean clean air and pure water.” As Sergei Ivanov stated, good ecological standards in such a large industrial center as Nizhnekamsk is the important point.

The First Deputy Prime Minister of the Russian Federation said that the project was thought to be unique not only because of the technologies applied during its realization, but, first of all, because of the way how the realization was organized, i.e. through the cooperation of the federal, regional governmental bodies and private business. Sergei Ivanov said: “As the saying goes, “the magic of the number 3”, i.e. the joint hands of the three parties, allowed establishing such a modern water treatment plant in accordance with highest ecological standards.”

Alexander Konovalov, in its turn, said that the household maintenance and utilities slowly turned to be an extremely important sector of economy, becoming more attractive for private investors. The Plenipotentiary Representative underlined: “Today, one can’t simply put the cooperation of business sector and governmental bodies in the limits of popular “social responsibility of business”. It is not only the charity or the desire to follow the governmental initiatives, it is the modern pragmatic attitude shown by the large business towards the organization of economy on the its business territory.”

Mintimer Shaimiev in his opening speech made a remark that people living in Nizhnekamsk quite deserved the newly opened, most up-to-date in Russia, water treatment station: the city being the third in Tatarstan in terms of population produces about one forth of all industrial goods in the Republic. The President of the Republic couldn’t help showing his satisfaction with the start-up of the plant that stayed under construction for a long time: “We had been waiting for such water for too long. Finally, here it is! The water that we have today in Nizhnekamsk is the most pure with its passing through ozone treatment, fluorination, and two-stage purification.”

As the head of the Republic said, without looking to the fast development of the petrochemical sector in Nizhnekamsk and the surrounding region, the government would put the requirement of ecological compliance of every new production facility and do its best to meet this requirement. The units for production residuals purification are being installed in the already existing facilities as well. Mintimer Shaimiev underlined: “This is our top priority, our responsibility and care of our people.” At the final stage of the opening ceremony the President of Tatarstan bestowed the medals “The honored builder of the Republic of Tatarstan” and “The honored chemist of the Republic of Tatarstan” on several employees working in Nizhnekamsk who participated in the building of the municipal water treatment station.
